How to push an HTML page with health data into the offline PDAs of 500 MDs

Situation. 500 medical doctors need my information on treatment protocols for various Bad Things. They carry Palms mostly, some WinCE machines too. Very few of these are actually online-capable. Mainly they are your standard sync-to-PC net-dead PDAs.

I'm tasked to make this thing download to their Palms when they sync up with their main PCs. Okay... sounds really easy. But it seems like my web search skills are at an all-time low, because I can't find any how-to guide to set me up on this.

I've been to AvantGo -- this that the only/best way to do it?

Can anyone give me a clue? I don't need a lot of hand holding once I find documentation... I just need some help here from someone who has done this.
