mozdev.org recently released a plugin for Mozilla that will allow wireless content developers to test WML 1.3 or below sites using Mozilla.
This should be a very good resource for those site developers who do not have a WML (in)capable cell phone to test on (I'm going Palm & Wireless for my web access...)
