I have an inter company website. We use a Power Point presentation that is updated by the different departments on a weekly basis. How can I make a page that the Department heads can use to make changes to the Power Point file on the web server?

It would be rather difficult and need some innovative coding. However, if you can map the drive the data is stored on they could edit it from there.

Maybe you could post the slides and use wiki software for comments. Could'nt change a slide that way but could discuss and critique.

Have them change it offline and then upload it themselves or give to you to upload. Sounds like a headache with little benefit to actually change it online. Many WYSIWYG editors (at least FrontPage and Dreamweaver) can automatically upload any saved page to the server. Therefore they can edit offline, save, and it will automatically upload.

If it's on a Microsoft server, check out WebDAV.
