Go over to the Server Header Checker [searchengineworld.com] and run those two domain names through. See whether they come up with 301 (permanent redirect) or 302 (temporary redirect). You can also run it through the Spider Simulator which you'll find over at Search Engine World.
If it's being redirected by your registrar, chances are it's a 302- which you don't want - you want 301's unless it's soemthing else you're trying to do.
Some registrars have what they call "cloaked" redirection and others will use a redirect with frames with the domain name staying in the address bar of the browser.
Find out what kind of redirect is being use first off, before you can figure anything else out.
Meta tags don't really do anything, you're dealing with full page crawling and following links so you need to find out exactly what the search engines are finding.
Also, submitting is not really a help for Google, it's being found through links which also can depend on what kind of redirection you're using whether the links have any bearing and benefit for the site.
