There really is only a few search engines and directories you should bother with. google, inktomi yahoo and dmoz. Maybe altavista and fast. Only your index page is needed really
I would strongly advise that your page is "ready" including that you have checked that the code is valid using a html validator, that you have description and keyword metatags, and titles you can live with! No real evidence, but i do think the first time your pages are spidered by search engines is the most important by far and set the scene for how seriously your page is taken.
I would also wait until at least one important site like dmoz or yahoo or at least one of many other sites have a link to your page before submitting to atcual search engines like google or inktomi or fast.

Many of us believe that the meta keyword is not very important. But if you decide to use it, it should be customized to the page it is on. So the main page should have keywords that describe the site as a whole, and internal pages should have the keywords that are the focus of that specific page.
Probably more useful than the meta keyword is the meta description, again customize it to each page.
Much more important than either meta tag is the title. It should again describe the contents of that particular page. If you sell movies, then the title of each page should feature the name of the movie (or the star, or whatever people will search for). Your company name in the title of an internal page is probably a waste of the most valuable part of the page (from a search engine perspective).
