What don't I know about developing my first site

I'm planning to launch my take on the deal site by the middle of June, with a similar UI and core functionality as hotukdeals.com

The site should launch with at least these features:
- The ability for users to up and down vote deals
- The ability for users to filter deals according predefined criteria.
Features like UGC, bookmarking to follow in future versions.
Two questions
My experience is in digital marketing and not web development.
What kind of skills should I be looking for in potential developers?
How how should I approach this project with a budget of approx $2,500 for web development, and design?

“With extreme reluctance” is the answer that comes to mind.

Does the $2500 include coming up with features that will make the new site more attractive than existing similar sites, or are you covering that part yourself on your own time?

i would start with a fundraising effort or intensive training so you can develop it yourself.

Sorry guys my title is misleading , the idea isn't for a deal site itself, it's actually in a completely unrelated service niche, with a fraction of the competition. The competition themselves are near 100% web 1.0 with directory style lists of these services. Based on my research a site that Incorporated hotukdeals.com like UI and UX, (even a rudimentary version), could do well.
However, if $2,500 isn't close, what type of budget should I have in mind to get a basic site (mvp) with the pre-mentioned functionality off the ground.
