I have never used PHPTriad, but still let me try to do my best.
1) Probably C:\Inetpub\wwwroot is not for apache but is for IIS. However when the server feature is turned on (if it requires manual start) then localhost should work just fine.
2) If you are unable to start MySQL from PHPTraid, then you can try c:\path to mysql\mysql.exe and start mysql from there.
