Deploying multiple landing pages with respective blogs

Need assistance with identifying a strategy

I am looking to create multiple sites, each of which will have a landing page and a blog tailored to a unique geographic region for seo purposes. What would be the best way to go about developing these sites? Would it just be developing a template in html/css and then integrating wordpress blogs for each customized template or should I use a tool like Business Catalyst or something else?

I'm at a loss as to the strategy I want to employ here. Any thoughts would be appreciated. Thank you.

you should be much more specific to have others to help you :)

1)each of which will have a landing page
Why can't you just install wordpress, create a page (not a post) and set is as the front page? and blog will be accessible via the "blog" link.

I am not sure I understand what you mean by tailoring a blog to a specific geographic region. can you please elaborate?
