1099 Form

hi again,

so I used to have a webdesigner who would build over a dozen websites for me a few years ago. When I did my tax return few years back they told me that I should have given him a 1099 form to fill out although he was in India.

that past.

now im paying some other guy on a monthly basis for advertisement (a huge chunk). Do I need to give him a 1099 form to fill out? Or is that simply expenses that I only need to keep receipts of.

I am a bit confused when you fill out a 1099 and when you dont.

Do contracting jobs require 1099 even though the work is outsourced to another country?
