Questions about community building

Hi everyone, I am totally new to web development.
Now I want to build a website which kinda similar to <removed>, I am wondering if there is any template for me to build up the website quickly?
If I hire someone for program development, how much would it cost to build up the site?

as far as how much it would cost that is a very difficult thing to say. Maybe look around at some of the contract sites (such as elance) and see what look like similar projects and how much they cost.
