what kind of software can I use to build a new site?

hello,everyone! I'm going to build a site for people download small software.
I just need to 2 basic function:download and file comment.
Now,the problem is,I'm not clearly know what kind of programmar can I use?Mambo?
could you give me some advice?thank you!

Most CMS apps (Mambo, Drupal, even WordPress) can be configured to let users download files and comment on them. Some of them may require additional plug-ins or modules (same thing, but the name varies depending on the application).

If you want to build the website yourself search for Adobe Dreamweaver.

I like it, its easy to pick up, makes good clean code, and nicely integrated CSS.
