I have recently bought a website that I would like to make a few changes to i.e. add a links page etc. I have been given an ftp ip address and username and password but don't seem to be able to download the site onto my computer. any help would be appreciated.

You need to use an FTP client to download the files from the host to your PC. I assume by FP you mean Frontpage. I am not familiar with this but I would assume that it has this included. Alternatively you can use one of the free FTP clients (e.g. Filezilla) to do this.
Once you have this set up it's as easy as dragging and dropping files between folders, the only difference being that you are using local and remote folders.

FP has an FTP client that you can use - but if the site itself was created in FP and uses FP components, you need to use FP and not FTP to download the site.
