Library Question

Is the library section for reading only?

I'm reading a couple of threads in the library section. Should I append comments to the threads there; or here?

If something mentions, but doesn't exactly answer, what I'm trying to learn, should I ask~~discuss~~expound~~clarify it there, or start a new thread?

You'll probably find that most threads in the Library are already closed. After a certain amount of time all threads here close. You can certainly reference old threads by linking to them from a new thread.
