What are presell pages

Can presell pages drive traffic to my website

Hey guys listen are presell pages to increase page rank or to drive traffic. Im lost as I am about to but into a company that wants about 280.00 for 1500 top ten ranking in 2 weeks. The mention what are called "Yahoo presell content page service and Google presell page optimization distribution and submission".

Ive asked but no reply on exactly what that is. Some of their clients have been around for 5-7 years with top ten rankings while me ive been around 9 months. Can they really get me out of the bubble.

I dont really care about Google PR but more about traffic. Does anyone have any experience with these presell pages and if you do what was the % increase in traffic seen.
