Cheating to get high SERP?

For long time I have been wondering why a competitor was ranking so high in Google SERP. A year ago I discovered that their SERP was #1, even their pages was not cached for long time. No it's between 1-1.5 year since their pages was cached (pages that pop up when searching in Google). But it's only for very special words they have #1 posistion. Normaly high ranking pages have high SERP even for other words that often has some connection to their spesific search words.
Lately I have also discovered that the page that show up in the SERP (cached page) is not the same as customers are seeing when they try to follow that link. But these pages has same title.

Is this a violations for Goggle guidlines.
If so, what can I say to Google if I want to report this site.

By the way, I have also other sites that ranking above me for some keywords/phrases, but they are not doing any wrong as I can see.

Sounds as if the site may well be cloaking. Genraly this is a no no! but there are situations where it makes sence to cloak.

If you suspect the site is cloaking (showing search engines different content to users) then you may well be right in wishing to report the site.
