It will do you not even one little bit of good for Pagerank, which comes from pages linking to you that have decent PR.

I have set my site as a HomePage on the PCs of my University college and in cyber cafe PCs.
I hope it's some kind of local portal, relevant to those users. Even if it is, this is hardly the best (or even a good) way to promote your site.
Instead, think about building a high quality resource that attracts links naturally from other sites. Then you'll see your PR rise. Make sure it's search-engine friendly, with pages built around relevant keyword phrases, and you'll start to see traffic increase. Also, get involved in relevant on-line communities, building your and your site's reputation. You can do all of that without getting kicked out of college.
And no, what you've done won't help you get backlinks or PR.
I understand your desire to have many visitors to your site. But that is not the way to do it. You should spend your time exchanging links with others and creating content. Don't you feel embarassed that others visited your site through this method? The content must be really bad that you have to force others to visit it even they do not want to. It is like salesmen who forced others to buy their products.
Getting hits have nothing to do with high PR. I have a few web sites with PR 1 or 0 (created in less than 5 months ago) that have 100 times more visitors than web sites with PR 4 or 5 created 5 years ago.

You actions are selfish, and spiteful - a homepage on a shared computer should be a relevant home page, probably with a search box or useful links. Not one person's vanity site.
>> Can this help me to get good PR?
No. It will not help at all - but rest assured, it will make you enemies.
>> Is it good to get hits from Same PCs(My Unis IP is static).

It's good to get hits from people who want to visit your site. getting hits from people who hate you and whose time you are wasting is no good to anyone - except your unlimited vanity, it seems.
