As le_gber said, SEO is a very broad term that refers to all aspects of making a site rank. Link building is a very specific field that comes under the term SEO.

Link building is simple emailing sites and asking for links. Some may also say adding your site to directories comes under the title "link building"

SEO goes much further. Everything from link building to keyword density and on page optimisation comes under the title SEO
