Frontpage Help with Drop Down Menu

drop down menu activated when hovering in frontpage 2003

I would like to create a drop down menu when my visitors hover over a link on my page that would allow them to narrow their search. I am using frontpage 2003 and would like to be able to do this without add ons, etc. However, any help would be appreciated.

Pure CSS dropdown [google.com] menus are a possibility. They are SE friendly too.
