I'd strongly suggest that you do days (weeks?) of reading before making a move towards buying traffic. There are so many variables and considerations.
Read for a good long while and then begin to fashion your questions.
Check out the Adwords forum in depth.
There are many many sources of "junk traffic" that will sell you ##,### "visitors" for $$. Read a bit and you will learn that most are utterly worthless.
There are myriad ways to build traffic. Take your time reading about each as each has its "best practices" and its downside and failures. For example: not all "news wire" releases are created equally. Writing articles may work or you may find yourself being rippped off. Spamming forums may get you in trouble. Spamming guestbooks or blogs may gain you grief. Intelligent posts in relevant forums that allow sigs may gain you some traffic. (No sigs here, nor any promotional posts.) There's nothing quite like getting some buzz going to gain you traffic and links so be original and valuable to the user - and be ready for traffic spikes.
I strongly suggest you spend your time reading the library threads for each forum. Look at the upper left of your monitor screen when you enter the homepage of each forum here at WebmasterWorld and you will see a link for "Library". There are incredibly helpful and valuable archived threads in the libraries of each sub-forum of WebmasterWorld.

Getting links is never an easy task. There are two main paths you should go down.
Web directories: Add your site to as many of these as possible. Look for both general and niche directories. Add your site to as many of these as possible. There are literaly hundreds of directories out there. Get as many listings as possible.
Link requests: Locate sites that are in some way related to your site, but not in competition. Email the site owner with a very personalized email asking them to link to you. If you make your email persoal then the site owner is a lot less likely to perceive it as spam.
When sending link requests be prepared to be disappointed. You may get one link for every 15-20 emails you send out.
It does take time. Keep plugging away, add content, get the links flowing and through time you should start to rank in search engines.
Content is very important. It not only gives your users a reason to visit but it gives search engines something to work with as they attempt to analyse your site. Also if your content is really good it gives other sites a good reason to link to you.
