If you want to be webmaster you will need to know
html programming. This will help you build the websites. Along with this another language you will need to learn is CSS programming. These are fairly easy to learn. You just need to study them.
And if you ever need help with programming, you can ask/post here on this site. Just look up the correct forum/area and post your question.
And finally to the last and probably most important area is the marketing of your website. This is necessary if you want to make the money. It would be useless to create a website and not make any profits unless is if that is not your focus.
If you are creating a site for the consumers benefit such as an information source, than that's great too!

Your first area should be in learning html programming. Run a sesarch on free html programming.
Or learn free html programming
Run a couple searches and you should find a few sources that are free.
In order of learning,

>css programming,
>and other languages you might need once you understand everything more fully.
*Then --->search engine optimization(seo)

At least you are in the right place here at Webmaster World.
At the very start you should try and master html/css then once you are happy and proficient you can move onto a scripting language. php, perl and asp/asp.net are popular. Scripting makes it possible to make your pages dynamic and to an extent more interactive.
