How to track URL titles? (not anchors)

1) If you have multiple domains registered with the same host, and one domain is penalized in the SERPs, will others be as well? I heard talks of DNS, Class C and having a dynamic IP ... I'm trying to get my head wrapped around that.

2) Is it possible to track specific url titles?
eg:

<a href="http://www.example*com" title="TITLE #1 I WANT TO TRACK"">Example site</a>

<a href="http://www.example*com" title="TITLE #2 I WANT TO TRACK"">Example site</a>

I thought of using this to see who does the best link development. Any other way?
