I also want to know is there anything to do with link exchange with only high pr sites and placement of my links only close to the main pages of my link partner's site with whome i exchange link.

The Pagerank that you see on the Google toolbar is not an acurate representation of true Google Pagerank. What we see on the bar is a figure that is updated every once in a while. The value you see now may be as much long as three months out of date.

It is simply a snap shot that is updated periodicaly. Is gives no true (current) value.

The true data is very much kept private. In the past PR was very much used to evaluate a site, as a result of this is made it easier for seo's to manipulate the results by focusing on getting high PR links. Google have now limited this my only allowing us to see out of date PR figures.
