Trying to create a rating system for website

Hi -
I am trying to create a rating system for my website, where a person can rate something from 1-5 stars, AND put in a short description of what they thought of that specific product. I have a lot of experience working with Dreamweaver, but I have never done anything like this before.

Do you know what type of programming I need to research, or how this could be done?

You'll need to use some form of scripting language and probably a database too. The key combinations are PHP/MySQL or ASP/ASP.net with Microsoft Access or Microsoft SQL Server. There are ready-made scripts available to almost anything like this though - Google for web site rating software or the like.

I am currently developing a rating/review site. Administration is done completely through a web-based interface. It has user login and management functionality. Builtin SEO via SE friendly URLs, etc. I could easily customize it for what you need as it most likely surpasses the requirements of what you're looking for. Sticky me if you're interested.
