Which CMS is suitable for building directory links

Hi guys,

I will be attempting to build my own link directory very soon. I would like to allow users to dynamically add their links and descriptions on the fly but actual listing will only follow after I review and approve their sites. It might take me several weeks to actually completely code my own system from the ground up so Iam wondering if you guys can recommend a pre-made open-sourced link directory CMS I can use for this purpose.

Fee-based CMS is also Ok as long as it is under $100.

Any recommendations.
