If you go with DW, get lynda weinman's book "hands on training" for dreamweaver. Its an excellent tutorial book that won't put you to sleep. I read it fully (one of the ONLY computer books that I can say that about) and now I'm making nice money as a developer using DW.
You can use FP, but why bother?

Ultimately you will want to use Dreamweaver as others have said. At least for now until Adobe messes it up (hope not!). You should learn to hand code html first so you know what DW is doing when you use it. It makes it much easier in the long run.
Homesite is great for helping you along with learning to handcode and will continue to be a good program even after. It was $99 the last time I checked.

Will recommend Dreameaver. But hand coding is a must! No exceptions.
