The first level “example” has over 50 pages like example-a.htm, example-b.htm, example-c.htm and every page is linking to all the other with titles: example a ¦ example b ¦ etc...
The second level “region” has 15 pages likes region-a.htm, region-b.htm, etc.. and every page is linking to all the other of the same level with titles: region a ¦ region b ¦ etc…
Same for the third level “city”..and the fourth “hotels/”
In order to help the visitor, all the pages have a browsing help with vertical links like Example > Region > City > City hotels > Luxury hotels > Hotel Name in the down part of the pages.
My questions (with Oncle Google):
1. Could the site be penalized for the reason that a page has many links to the other pages of the same level (horizontal) and always with the keys. For example, the page city-b.htm or city/index.htm has links like city n ¦ city d ¦ city e ¦ city j etc…
2. Could the site be penalized for the reason that a page has many vertical links like, for example, Example > Region > City > City hotels > Luxury hotels > Hotel Name and even more when deeper in the site. Does, for example, the page City/index.htm would be penalized for the reason that it receives 200 internal backlinks from "city" related pages (in deeper levels).. Same logic with the site’s index which receives 10000 backlinks with the key “example”
3. Is there something I can do improve my results with the single key “city”
4. I have translated the site in French and German and have the same ip. They have the exact architecture like like [example.com...] Could I exchange links between them with flags and alt with keys for example: City English with City French and City german. Would these improve the results with “city”. Same question for www…/city/city-hotels/index.htm
5. I have also other smaller sites about "city" hotels always with the same ip. Can I exchange links between my sites? For example link between [city-hotels.com...] with [example.com...] with a link which has as title for both sites “city hotels”

Well,jokes apart, for the first two question the answers are NOT; the site would not be penalized unless than the links are hidden.
