Besides using meta tags, how do i make sure I am writing a site that successfully targets my keywords? Is this in the text that is on each page?

The text is the only parameter considered by the SE (with the tags of course),so is extremely important to optimize it for the search, for example repeating a certain number of time one or more keywords and trying to incresase their density closer the begin of the text;it can be added also textual links containing keyword or keyword phrases...and so on.
