there are ways of detecting what your visitors screen resolution is set to and then serving them different pages depending on the resolution they are using.
there is no code (AFAIK) that can magically make one page render perfectly at all resolutions (change text size automatically, etc).
There are fixed width designs which usually have their width set to somewhere around 760-780 pixels (think of 800x600 as the smallest screen resolution you will encounter), and of course the 100% width designs.
The choice is down to you.
