What software to use to build a site like hotscripts?

I really like the layout and features on [hotscripts.com,...] any ideas what they use to build a site like that? do you think there is a out of the box solutions? or do I need to build from scratch?

I belive hotscripts use links sql.

There is also a non sql flavour of links called "links 2"

If you Google for either of these products you should be able to locate their related pages.
