Buttons wrapping when page is resized, how do I stop that?

I am using Frontpage to make a website.

I have a logo at the top, then about 6 buttons under it...all is well at 1024x768 but for the folks at 800x600 2 buttons wrap under. the rest of the page will just scroll off and not be shown, which is ok but the buttons do not have a "Relative" option like frames and images do.

I tried to put the buttons on a layer, but then the layer just stays in its original spot and does not size relative either, but it does stop the wrapping.

What can I do to fix this?

I think I actually solved it on my own :)) I discovered CELLS! I made a cell, and put the buttons in the cell, then made sure the cell was under the logo...it works goooood ...at least for me.
