Table and cell resizing madness!

I hate tables and cells

I use DreamWeaver and I know all about shims and how they're necessary in setting cell/table widths.

My problem pertains to cell heights.

The page I'm working on is: <snipped>

I guess my problem whenever I work with tables and cells in layout mode is consistency. Any time I make another page with the same layout, I notice slight variations in each as I click from one to another. Like some cells will be a couple pixels taller, or moved to a slightly lower location.

My big issue with the example page is that the 2nd left panel (personal tools) is supposed to be 8 pixels lower than the first panel. But to me it looks more like 16. If you click-drag (to highlight) the gap inbetween the two panels, you will see the shim get selected (which appears to be 8 pixels tall like it should be) but notice a gap above it.

Why is that gap there?

Im no expert but theres a chance its leftover space from the table above it.If it really adds up to 117 guess im wrong. Sorry if its no help,
it sure is easy to get lost in tables inside tables.
