Generally submitting for free in itself does not have much effect in most big engines these days.
Doesn't hurt though, provided you do it only once in a while.
The best way to get picked up by search engines would be to get a good link pointing to your site. Like from the dmoz.org.
About the time schedule: Provided you have one or more good links pointing to you it can be everything from a couple of weeks to some months. It's different between the big engines.
With a new site I have lately put up I was lucky to get into all major engines for free in 4-8 weeks, with Google being first, Fast second, Ink third and AV slowly following up.
Submit it once and forget about it.

How many sites are linking to YOU though. Google likes to see at least one quality inbound link before they list you in the index.
1 month isn't that much time. Especially if you didn't launch the site with inbound links pointing at it. Give the spiders time to crawl your site, and the sites that link to you. 30 days from launch to indexed can happen, but unless you plan for it to happen it usually doesn't.

About DMOz, I submitted my site about 2 weeks back but still doesn't show on it, could it be because of the lack of links?
