I'm seeing this too right now, I think it's too many Web Position queries from our IP.... maybe bans you for a period of time.

Just because it works in one location does not mean it will work in another.

Down from the UK at the moment (both msn.com and msn.co.uk)

Seeing it down here in Arizona, U.S. ISP is Cox Communications (Cable)

I had the same problem on Wednesday (UK).
It is not msn that is down.
Apparently some major routing issue has sprung up and many UK ISP are not able to reach the microsoft servers.
