Bing Webmaster Tools [bing.com...] has undergone a a minor design update in the last few days. Noticeably: icons & viewport are more mobile friendly.

Are you sure? Just the home page or the tool itself?

Whadoya mean "are you sure?" Everything has been updated.

For example, on Dashboard the older up & down icons were either red or green arrows inside circles. Now they are just the colored arrows askew.

Besides the new icons, all the graphs & reports have a new, HTML5 look and the presentation is more mobile friendly than it was, although not responsive.

It looks almost exactly like this from 2012 - can you post a screen shot? [searchengineland.com...]

Maybe you don't notice the changes rustybrick, but if you are able to visit the Bing Webmaster page then you don't need a screenshot, you have the real thing.

Also, if you are viewing on a desktop browser, the new mobile friendlyness won't be aparent but you should notice the new icons and modern look.

Interesting - not sure why you just wont share a screen shot. I want to make sure I am not crazy or maybe there is a test bucket thing going on.

I logged into Bing Webmaster Tools, I clicked around, it looks pretty much the same with minor changes here and there.

rustybrick - in the OP I did say:
undergone a a minor design update
Maybe you are expecting something more significant or maybe you are not noticing the changes. The layout is basically the same. Everything is in relatively the same place.

As said above, besides the new icons, the other "minor" changes are look/feel and experienced probably more on mobile so if you are viewing on desktop, you may not get it.
not sure why you just wont share a screen shot
In all due respect, you are the one who doesn't see the changes. It is not my burden to prove anything. You have access to the web page itself. If you can't see the changes on the page, taking a screenshot of that same page won't show anything different.

Heh - thank you for your help. Didn't mean to upset you. Thought maybe you were in a test bucket or something. I just wanted to confirm.

Sorry again if I ruined your morning.

I'm not upset at all. I get the fact that not everyone sees things the same way. In a few minutes I step onto a stage in front of about 120 students who I'm sure do not see anything the same way I do :)
