I'm feeling a bit like the red-headed stepchild of Bing, especially if other's can search... I been getting "unable to connect" for about 20 minutes now.
Update: Just checked http://www.bing.com and it's fine -- https is down for me.

Both the variants ( http and https ) bing.coms are up from France..
What do you get when you run trace( whatever ) when bing gets weird for you ?

Has always been happy face for me...
Very minimal down time... About a year back I clicked twice to get the main site....Might have been a browser ugly, or a dirty mouse... not sure.
