msnbot documentation only specifies <meta name="msnbot" content="noarchive">

Answer definitively whether msnbot obeys <meta name="robots" content="noarchive"> or not.

Yes, msnbot obeys

noarchive
as in your example in the same way as Google and Yahoo.
