Is MSN's Adcenter available to non-US webmasters?

Where/how do publishers signup for Adcenter? I've looked but i can only find the "pilot" Advertisers signup area.

I tried emailing chitika support with a simple question but didn't receive a reply. Imagine dealing with them as a publisher.

Microsoft adCenter does not currently support the web browser you are using. Please sign in using Internet Explorer 6+. More about system requirements

The ads only appear on MSN Search.

I think its only a maTter of time before they allow publishers to sign up considering the success of Adsense. I would love to use MSN as Google alternates i.e. show MSN when Google lacks inventory.
