It LOOKS as though anyone can join, although you only get credit for US based customer signups.

It also seems as if tere is a manual approval process at the signup stage. You need a Microsoft Partner number to sign up as well.

So - I am awaiting approval (or rejection for being in the UK or any other reason.)
