It takes WAY too much time trying to choose cities for where your ad will be displayed.
Use google as an example for goodness sake!
Another thing is, how much of an area does a city cover? For example, MSN may list Rockville, MD as a city. But Bethesda, MD is another city that is NOT listed. Since Rockville and Bethesda border each other, am I to assume that Bethesda, MD searchers will see the ad?
And let's say you want to geotarget by state.
Does choosing every city in a state guarantee it will be shown in the entire state? Or are there going to be gaps where the ad won't be shown?
For that matter, let us choose entire states as an option, in addition to cities that are easier to select.
you should be able to choose first by state, and have the option to show in the entire state, then you should have an option to pick cities in that state, which would make things 1000x more simple.
