Not yet - at least, you CAN I think, but you can't deliver adverts to people located in India. The ads themselves only get distributed to mainly US users (although I think France and Singapore are still options...)
I don't know when a roll out date is scheduled for India.

On ads now, you do have an option to select country (from a COMPLETE set of countries).
However, I'm having problems selecting language -- only one choice: English-Singapore.
