Fake Local Listings with Negative Reviews

For one of our client, some competitor create a fake Google Local Listing and post some fake negative reviews there.

Is there any option we can request Google to remove that listing.

Try claiming it using the client's phone # to deliver the PIN to validate ownership.

Then post multiple good reviews to shove down the bad review.
