RedHat gives me a list of services, Mandrake does not

RedHat 9, in the graphical interface, gives me an option where I can select the services I want to run in my computer. I can choose Apache, FTP, etc...
Mandrake does not have this option, or perhaps I do not know where to find it.
Anyone knows how I can have access to enable some services as Apache with Mandrake?
Does Mandrake 9.2 is installed with PHP?

Not sure if this is applicable in Mandrake 9.2, but in 9.1 it's in /usr/sbin/drakxservices (run as root) - also accessable via Mandrake Control Centre under the 'system' tab.

Yes, it did work with those commands you sent me.
Now, I would like to create accounts and block user for accessing my ftp server, how do I do that?
Is it there a graphical ftp server in linux?

Check out 'webmin', a web-based configuration suite for most aspects of a *nix machine. Seems to do what you need.
