Another!@#$ Gnome update

I want to like Gnome, I really do. However, after this last update (2.4), all my auto-hidden panels keep poping up *under* the other windows when I mouse over them, instead of on top where they belong. Last time I looked, there was a nice little checkbox to keep the panel on top all the time in the panel preferences. Now it seems to be gone. Does anyone know where to find it again, or what key I need to set in gconf-editor to fix it?

(Speaking of Gconf, whose idiot idea was it to emulate the ^%$# Windows Registry, anyway? I want my human-readable emacs-editable dotfiles back!)

There's a gconf-editor package in Debian, but you still have to find your way in the registry like structure.

Yes, and I've even managed to put some things back the way I like them that way. But although the Gnome web site claimes that there is documentation for all the keys and what they do, I haven't found it yet and none of my guesses work. (Which isn't suprising.) I was hoping someone here would know.
