Thailand has teamed with local computer manufacturers to offer cheap Linux-based computers to the population. This effort has so frightened Microsoft that they have agreed to sell Windows XP to the Thai government for this program at $39 per copy and eliminate the product activaton feature.

But I am from a 3rd world country.
I am not humilating those countries but I feel that they might go to a 4th level or 5th level also.

What is the difference between two terminologies?

No body would like to help or enhance the development in another country unless there is a profit. So how can they get developed anymore.

Pay a consultant to come over and help set things up and teach people to use the OSS. [/me raises hand ;)] Use the money you saved on software to pay for a 2nd consultant to transfer yet more knowledge to you.
