The announcement, made on Wednesday, stated that from now on, all software developed for the government must be licensed under the GPL. The entire policy was summed up in this statement by Dr. Felipe Pe'rez-Marti', Planning and Development Minister: "Open source whenever possible, proprietary software only when necessary."
Good for Venezuela, now they don't have to worry about licensing fees, or piracy issues. I'm sure many more nations, especially the less industrial ones, will follow.
Interestingly, they are saying that all the software needs to be GPL'ed -- that has to be a misunderstanding. I can't imagine them not accepting the BSD type of licenses. Maybe the politicians just don't know the difference?
Sounds like a nice policy, I hope it succeeds.
