how can I determine if my web server is acting like or be used like an open relay, and then how would I shut it down if it were setup that way.

Google 'open relay test'. There are services out there that will check your mail server and test if you're an open relay. I think this is likely a lot less of a problem than it used to be - I expect mail programs come defaulted to not be an open relay these days.
