Hello, I would like to ask this to all the pro members here.
How do you find the backlinks for any URL by using Google advanced search (aka DORKS).

You can’t. You used to be able to use “Link:” but they dropped all link data into GSC, so you can only see stuff for your own site. This is why tools like Majestic Moz and Ahrefs exist, because they crawl the web independently of Google and share the backlink data. (Caveat: I used to work at Majestic)

One more caveat, just because the services mentioned above find a link, does not mean that Google has found that link, and conversely Google may have found links that those services haven't.
And... Yet another caveat, Google Search Console does not show all the links and may show links that no longer exist.
And... The most import caveat, just because a link exists, (even those shown in GSC) does not mean that Google counts the link, for example links from a spammy website may simply be ignored (or not).

I have found that the tool we use have not been showing few backlinks and vice-versa for GSC. That is when, I asked this question here.
Any dork that can read HTML of any page and return data based on certain parameters ?

No easy way ... but you can write your own filters and find whatever you are looking for ... works best if you set up your own bot and "index the web".
In short ... there's no magic bullet.

You can also get a sample of your backlinks by doing a Google search
