Inner Linking

I was reading about linking internally and kind of got confused. Should we link "keywords" to categories, tags, pages, or posts?

I noticed some of the popular digital marketing blogs only link their content to other pages and not related categories.

And what if a few posts have similar titles and topics? To which do you post?

My site is fairly new and I just removed all the links for 70 pages and wanted to start all over since I decided to shorten the numbers and length of the categories and tags.

P.s.> I'm hoping I don't get a penalty for doing that since a lot of the "tag" pages have been changed and some removed.

if you have any pages that have some traction in the SERPs then use the top ranking ones as your target pages to inch them up higher

I read various warnings about inner linking, but I've always done it and I've seen no negative affect. Difficult to say if it helps as all pages are linked via an html site map & scripted navigation anyway.

I follow the model used by Wikipedia. They have a specific page for each topic, linked from content found on other pages using *similar* text to page title as anchors (but not exactly.)

I think the best strategy would be to (link to inner posts and pages) and (not categories or tags). Google really hasn't ranked my fairly new site yet, hence I don't know which pages will show up for the specific keywords, however I recently read another blog that you should link to most relevant pages for the users and not to the top Menu links (since they are already linked on all pages), which raises a good point.

I searched several blogs after posting this question and think it may be better to post to inner pages as you suggested similar to Wikipedia. However, I plan to link a few words and phrases rather than single keywords.
