What to do when you get a Penalty

Here is a Google Penalty scenario:
- a brand gets penalized in a way that it looses all of its rankings across all regions including the rankings for its brand name
- rankings have dropped to page 5-6
- brand has done link building and was likely penalized for that

What in your mind is the best way out?
