linking to sites without pagerank

Hello -
We are considering to start linking to sites which don't have any page rank on google so we can have some variation of links not only from pages with PR4 and above but also to sites which doesn't have any page rank.
Is that good thing all together or no, what do you guys think?

Link to pages that will help your visitors and you will be alright. Who cares about the PR.

I agree with Defanjos.

If the links would make good sense to your visitors, go ahead and link. Pay attention to the quality of the content you're linking to, not the PR.

I don't know if there is a way you can get more mileage out of it by positioning YOUR site as one that has "Cool links to sites that you have never heard of - but that you MUST visit."
